IRO’s strategy is organized around six thematic pillars, aligned with global humanitarian and development standards:
A. Protection and human rights (enhanced with technology and digital approaches)
Promote human rights and dignity: Ensure equitable access to services, justice, and legal protections for all by integrating digital tools and platforms that enable marginalized communities especially refugees, displaced persons, and exiled human rights defenders to securely access information, report violations, and receive legal aid. Leverage online case management systems, mobile apps, and encrypted communication channels to expand reach and ensure confidentiality.
Champion children’s rights: Support the protection of children through integrated child protection systems enhanced by digital data tracking, school enrollment databases, and child protection hotlines. Promote access to technology-enabled learning platforms to ensure inclusive, safe, and continuous education for vulnerable children in camps and host communities, including during crises or displacement.
Advance gender equality and youth empowerment: Implement targeted programs that address gender-based discrimination and promote leadership among women and youth by using digital literacy training, safe online spaces, and e-learning platforms. Use technology to amplify youth voices, facilitate online mentoring, entrepreneurship, and civic engagement. Ensure digital safety and privacy for women and marginalized youth engaging in digital activism or online advocacy.

Foster social inclusion by creating safe, welcoming environments for displaced persons to thrive and contribute.
Strengthen refugee-host community relations through intercultural dialogue and joint initiatives.
Facilitate durable solutions by supporting integration, voluntary return, or resettlement, while promoting self-reliance.

Empower Refugee-Led initiatives by supporting community-driven programs across education, culture, business, and technology.
Promote economic empowerment through vocational training, entrepreneurship, and financial inclusion, especially for women and youth.
Promote Digital Inclusion by equipping communities with the equipment (devices), tools and skills for safe, effective use of technology in education, health, business, and advocacy.

Support Holistic Wellbeing by providing access to healthcare, psychosocial services, and education to improve the overall quality of life.
