In December 2025, the Integrated Refugee Organization (IRO) joined the Collaboration on International ICT Policy for East and Southern Africa (CIPESA) to support a Digital Security Clinic held during Media Week in Kampala. The two-day clinic, conducted on 17–18 December 2025 at Four Points by Sheraton Hotel, aimed to strengthen the digital resilience of journalists in Uganda.
As part of this initiative, Donatien Niyongendako joined CIPESA to support this important activity, contributing hands-on technical expertise and tailored digital security support to participants facing real-world digital risks.
Hands-On Digital Security Support
The clinic focused on practical, participant-centered support rather than theory. Devices were assessed and secured through direct technical interventions, including:
- Operating system and software updates
- Malware detection and removal
- Device and data encryption
- Account hardening and password hygiene
- Two-factor authentication (2FA) setup
- Secure backup configurations
- Privacy-enhancing tools and safe browsing practices
Participants received individualized guidance based on their specific risk profiles, with attention given to both mobile phones and laptops across different operating systems.
Key Risks Addressed
Across the clinic, common digital security risks were identified, including:
- Outdated operating systems and unpatched software
- Weak local device security and account configurations
- Absence of antivirus and endpoint protection
- Limited use of encryption and multi-factor authentication
- Legacy or unsupported operating systems requiring specialized support
Where complex or advanced issues were identified, such as unsupported systems or potential targeted threats, cases were referred for follow-up support through CIPESA, IRO’s Dgital Security Helpline, and trusted partners.
Cross-Cutting Recommendations
Based on the clinic outcomes, the following core recommendations were emphasized:
- Enable two-factor authentication (2FA) on all personal and organizational accounts
- Activate full-disk encryption, including BitLocker on Windows devices
- Maintain regular system and application updates
- Use reputable antivirus and security tools
- Seek timely support when facing persistent or advanced digital threats
Building Long-Term Digital Resilience
The December 2025 Media Week Digital Security Clinic significantly improved the digital safety posture of participating journalists. Key outcomes included strengthened account security, reduced malware exposure, improved device hygiene, and clearer referral pathways for high-risk cases.
IRO remains committed to supporting collaborative efforts that enhance the digital safety of at-risk communities. Continued partnership with CIPESA and networks is essential to responding effectively to evolving surveillance, cyber threats, and digital repression across the region.
